            Australian Competition and Consumer Commission

            The ACCC is an independent statutory authority responsible for administering the Trade Practices Act 1974 and has additional responsibilities under other legislation.

            The ACCC’s consumer protection work complements that of state and territory offices of fair trading/consumer affairs which administer similar legislation within their jurisdictions.

            The ACCC can provide advice to consumers and businesses about their rights and obligations under the legislation and it can assist in resolving a dispute by directing parties to appropriate complaint resolution options.

            The ACCC cannot:
            • investigate matters of a local nature, such as general pricing levels, warranties and refunds that can be more effectively dealt with at local or state level
            • mediate between individuals and the suppliers or acquirers of goods and services
            • give legal or professional advice or services of any sort
            • settle employment disputes
            • handle misleading or deceptive conduct in financial transactions
            • advise whether a company is legitimate
            • register business names
            • disclose the number or nature of complaints received about a company to inquirers

            NEW SOUTH WALES
            Independent Pricing and Regulatory Tribunal (IPART)
            IPART is an independent body which oversees regulation of the water, gas, electricity and public transport industries in NSW. It was set up by the NSW Government in 1992 primarily to regulate the maximum prices charged for monopoly services by government utilities and other monopoly businesses. Since then, its responsibilities have increased significantly.

            Queensland Competition Authority (QCA)
            The QCA, set up in 1997, is an independent statutory authority created as a result of a series of Council of Australian Government agreements which aimed to forge a national approach to the implementation of competition policy. Through the prices oversight process, the QCA either investigates the pricing practices of government monopolies or monitors the prices charged by them.

            The Independent Competition and Regulatory Commission (the Commission) is a statutory body set up to regulate prices, access to infrastructure services and other matters in relation to regulated industries and to investigate competitive neutrality complaints and government-regulated activities. The Commission also has responsibility for licensing utility services and ensuring compliance with licence conditions.
