Complaints must be specific, and made in writing with evidence, within 3 months of publication.
You can use the Council's

The Council will not hear a complaint that is subject to legal action, or possible legal action,
unless you are willing to sign a right of waiver first. It is advisable for you to take further advice
before signing it.
